Experience
Mr. David Vogt has been a Civil Engineer since 1971, with project management responsibilities involving civil, architectural, surveying, mechanical, electrical, plumbing, structural, site selection and construction management. As principal and founder of this firm, he specialized in all aspects of land development and his technical expertise includes site investigations, soils investigations, site work design, quality control, wastewater collection and treatment, water distribution and supply, storm water drainage, and floodplain determination. He is also experienced in conceptual design, environmental risk assessment, environment permitting, cost estimates, value engineering, bond financing reports, construction drawings, specification writing, contract documents, bidding and negotiation as well as construction contract administration.

Mr. Vogt has served as a Director and as the 1988 Chairman of the Board of the South Montgomery County Woodlands Chamber of Commerce. Active with the Montgomery County United Way, he served as Campaign Chairman, a member of the Board of Directors and as Chairman of the Board in 1994-95. Mr. Vogt is a graduate of Leadership Houston Class VIII (1988) and continues to be active with that leadership formation group. Mr. Vogt also serves on the Board of Trustees for the North Harris Montgomery Community College District (NHMCCD).

Mr. Vogt and Vogt Engineering are members of the Texas Society of Professional Engineers (TSPE), American Society of Civil Engineers (ASCE), Association of Water Board Directors (AWBD), Texas Council of Engineering Companies (TXCEC) and American Water Works Association (AWWA). Vogt Engineering participated in the City of Houston's Neighborhoods to Standards Project, Mayor Bob Lanier's program to rejuvenate aging neighborhoods to prevent their decline thereby fostering community support. Mr. Vogt holds a B.S. Degree in Civil Engineering from Wayne State University, Detroit, Michigan and he is a Registered Professional Engineer in the State of Texas.


Sharon M. Hickson

Experience
Ms. Sharon Hickson has nearly 11 years of experience in civil engineering, with an emphasis on project management, land development and renovation, and municipal work. Her project management experience includes participation in all phases, beginning with feasibility analysis and project development, and continuing through design, construction, and acceptance or receipt of certificate of occupancy. This is coupled with extensive land development experience, including design work on a variety of Commercial projects as well as municipal Capital Projects. Her municipal experience also includes plan review, research, and coordination with engineers, architects, developers, contractors, and governmental entities as required for approval and permitting of a wide array of subdivision and commercial development projects. Her work approach is hands-on, involving frequent interaction with clients and governmental authorities in order to efficiently meet the needs of all parties.

Experience
Senior Project Manager, Mr. Richard Muenchausen, has been with this firm for the past eighteen years. Mr. Muenchausen has extensive experience in municipal works projects in all phases of development from conceptual planning through punch out. Mr. Muenchausen has eight years experience with the City of Troy, Michigan engineering department with responsibilities which included surveying and inspection supervision and project engineer on federal, state, county and city major road and drainage improvements. Also experienced in local water, storm, wastewater, building and parks development. Mr. Muenchausen has also been a general superintendent for an underground and paving contractor, working on new and urban renewal utility, paving, drainage, and building projects. Also, Mr. Muenchausen spent 4 years as Director of Engineering for the Plautz Corporation, a former local land development company.


William H. Browne
Senior Field Representative

Experience
Mr. Browne has over forty years experience in virtually every aspect of Civil Engineering. He is experienced in Land Surveying and taught surveying at Pratt Institute for three years. Mr. Browne has extensive experience in subdivision design, including initial land planning, final design, drainage, sewer and water layout. He is responsible for construction management and inspection for fourteen years with Winslow & Associates, training and supervising five inspectors. Additional responsibilities included land planning. Projects in which he was involved from design through finished construction include many large commercial and residential developments, roads, bridges, water plants as well as large wastewater treatment plants. Subdivision design and review of construction plans prior to submittal for city and/or county approvals. Mr. Browne also served as a bomber pilot in the Strategic Air Command and was on numerous occasions pulled from his duties as a pilot to design and then oversee construction of several large government projects. Extensive management experience as a squadron commander prior to returning to civilian life.
